1. Head to Settings and choose Wi-Fi to access proxy settings on an iPhone or iPad
2. Tap the “info” icon next to the Wi-Fi network you’re connected to
3. Scroll down and you’ll see the “HTTP Proxy” option at the bottom of the screen
4. To set up Proxy, you need to choose manual mode
5. There are 2 ways to configure proxy:

a proxy server’s address and port

a username and password
Your proxy service provider will give you these details. Enter them in the boxes, and the configuration will be complete.
P.S. If the proxy server requires a username and password (your proxy provider will let you know if it does) enable the “Authentication” option here.
Now you can surf the net with the changed IP address.
How to disable proxy on iPhone/iPad
If the use of a proxy server is no longer required, then open Settings, select Wi-Fi, then click the “info” icon. After that go to the HTTP proxy section. In front of the item "Proxy settings" click "off" and that’s all.
